Public policies to encourage sustainability in the Brazilian agro-industrial sector

Abstract

This article analyzes Brazilian public policies aimed at promoting sustainability in the agro-industrial sector, addressing their progress, challenges, and possibilities for improvement in light of contemporary environmental and socioeconomic demands. The research, qualitative in nature and exploratory in scope, was based on bibliographic and documentary review, using a deductive method to examine programs and instruments such as the ABC+ Plan, the National Program for the Production and Use of Biodiesel, and the tax and credit incentives directed toward sustainable production. Based on the literature review, the study found that the national agro-industry has been incorporating more efficient management and processing practices but still faces structural barriers, particularly related to land concentration, regional inequalities, and insufficient technical assistance and environmental monitoring. The findings indicate that policies achieve better results when they combine clear goals, adequate financing, and continuous training, demonstrating that federal integration and multi-level governance are crucial for the effectiveness of these initiatives. The text also examined international experiences, mainly from the European Union, Canada, and Argentina, which serve as inspiration for improving the Brazilian model by highlighting the importance of environmental conditionalities associated with credit, carbon pricing adjusted to agricultural realities, and the strengthening of a bioeconomy based on traceability and transparency. Therefore, it is concluded that agro-industrial sustainability depends on verifiable metrics, regulatory predictability, and the integration of economic development, environmental conservation, and social justice, shaping a public agenda capable of aligning competitiveness, responsibility, and inclusion in the Brazilian countryside.
