Tree planting and landscaping in the municipality of Pombal - PB: evaluation of the quality of the renovation of Getúlio Vargas and Centenário

This research analyzes the quality of the renovations carried out in Getúlio Vargas and Centenário Squares in the municipality of Pombal-PB, focusing on tree planting and landscaping. The study is descriptive and evaluative in nature, developed from direct observation of the urban space and analysis of official and regulatory documents. The methodology included on-site visits, photographic records, and examination of current environmental legislation. The results showed the removal of tree species important for thermal comfort and the urban landscape, in violation of the ABNT NBR 16.246-1/2013 and ABNT NBR 16.246-2/2014 standards. It was also found that the works were initiated without authorization from the Institute of Historical and Artistic Heritage of the State of Paraíba (IPHAEP), which led to the judicial embargo of Centenário Square. Documentary analysis revealed weaknesses in Pombal's Environmental Code (Law No. 1,599/2013, amended by Complementary Law No. 001/2020), especially regarding the protection of urban green areas. It should be noted that the municipal legislation is less robust when compared to northeastern municipalities such as Mossoró-RN, Patos-PB, and Fortaleza-CE. Finally, measures were proposed to improve the tree planting in public squares and strengthen urban environmental management, promoting the guarantee of the right to an ecologically balanced environment and the appreciation of local historical and cultural heritage.
